Legitimate copies for NFS Most Wanted had always been 4 Disc CDs or 5 Disc Sets for Black edition copies at least in the US. I noticed some European copies are 1 disc DVDs. OP did get a seemingly pirated copy but I have a legitimate copy and it came in 4 disc sets.

They just give you a slight advantage in multiplayer if you're starting from Speed Level 1. But the SP x2 gives you a decent advantage in scoring in multiplayer thus, ranking up is fast but limited to 4 hours only after you activated it.
The game is good, but if you were looking for a similar experience to the original Most Wanted, then you should've looked for gameplay, reviews, etc. On the other hand the latest NFS Hot Pursuit game(released in 2010 and remastered in 2020) is great sucessor of the original games.
