I've tried loading the game on-line, off-line, and disabling internet entirely, uninstalling and re-installing the game data, nothing has worked so far. I've tried letting the loading screen run for up to 30 minutes each way as well. punisher1 10 years ago #2. Never came across that. And I have 50+ hours in the game.
